Does Premium Processing even helps?

I am in process of applying for H1 visa for FY2006.

I heard that premium processing don't matter because your application considered into the quota WHEN they received the application. So premium processing only allows you to know result in 2 weeks. Being faster doesn't increase the chances of you getting visa.

is this true?
 
this is the actual text I read...

"The filing date establishes your place in line for the 65,000 quota, not the approval date, so whether you get the decision in 2 weeks or 2 months is irrelevant with regard to the quota."
