does OPT count as applying for employment from USCIS on I-765 form

I was H1-B before marrying the US citizen and applied for OPT more than 5 years ago when I just got out of school. DOes this mean I need to answer YES to the "have you ever before applied for employment authorization from USCIS" question? many thanks.
 
Answer YES to that question, but don't choose Replacement or Renewal for the option above question 1.
