Does it take more time to process PR to Canada if applied from India ?

Is it safe to apply for PR to Canada through New Delhi consulate. Does it really matter if one applies through a center in their home country, when compared to processing speed when applied through a center in US.

Through Delhi it will take 18 to 30 months, if you apply in US through Buffalo it takes about 10-12 months at this time, but if you are going back to India after sending your PR application to Buffalo you will need USA Visa to attend INterviw in US if it is required.If you later want to Transfer your file from US to India it can be done but again in India you have to start from the begning, your file will be treated from the date it is recieved in India from US, you will loose the time it has been in US.
