Does it matter when i've submited forms to KCC?

Hello , i would like to ask, if i have sent my forms on jully 8th, and it arived to KCC on july 12, my case number is low (1*** Europe region) when i have to wait for 2nd notification letter, now or at the end of september, or in october?
 
That is what I am wondering. What I always thought was even if you send it late if your number is current they process it regardless of order but as I understand that is not the case.
 
I think it usually doesn't matter, but it seems that it can affect it if you have a very low CN and you don't send forms in early. I understand that KCC processes forms initially in the order in which they arrive (by which I mean, they physically open envelopes in the date order they have arrived); so if you have a low number and you get it to KCC at a very high turnover period (like July) where they can take 2 months just to open envelopes and process etc it seems that's when it can make a difference - and this seems like it may be the issue for the OP here - his forms arrived just a few weeks before the visa bulletin with his number was published and probably hit the existing backlog of unopened envelopes. But this would mean that as soon as they have processed the forms they would give the OP an interview slot.
