Does issuance of receipt imply making into CAP?

Hello,

My application for H1b under the 20000 master's quota reached USCIS on January 17, which was the final receipt date as described in this press release

I got a receipt today. My question is this.

Does issuance of receipt imply that the lottery (or random selection process as they call it) was conducted and my application made it through?

One way to know for sure would be if someone got their application that reached USCIS on Jan 17 sent back saying CAP is full. Anybody has any ideas?
