Does INS stamp on the left-hand page of the passport?

Hi guys,

All my right-hand side pages (odd numbered pages) in my passport has been
used up. So if I go to INS to get my passport stamped, will they stamp on the left-hand side pages? Anybody has this experience?

BY the way is your passport righthand side pages issued by Govt of India and left hand side by some private agency?
