Does INS need 3 copies of each documents for AP, EAD and GC application?

I filed my AP, EAD and I485 applications as a derivative of my husband\'s case. His case got approved on August, 2001. But got a REF requesting his I140, I485 approval notice and marriage certificate for my AP. I am very sure my atternoy has already submitted these documents with my AP, EAD and I485 applications.
My guess might be there are three different offices handling AP, EAD and I485, so each of them need a copy of these documents. Do you think this is this the case? My AP will take another 1.5 months to get approval after REF?

I think so.. It happened to me on my AP..

I got an RFE for copy of I-140 back in July and AVM says INS received the docs on Aug 24. Spoke to IIO twice and my case is still not approved. I got an RFE now on my EAD too and my lawyer says they haven\'t received the letter yet.
