Does I-140 need to be filed before Aug 17th for EB2 Category?

I heard two different answers on this subject. One that I-140 needs to be applied within 60days of LC approval, and second that it needs to be applied while the date is current.
Please Clarify.
 
I don't know where the 60 days limit came from.

The rule is that I-140 has to be applied within 180 days after the labor approval date. One can still apply for 140 after Aug-17th. The only thing is priority dates will not be current after Aug 17th which means you can not file for concurrent I-485 filing after that. Which means you will have to wait for I-485 filing until your priority date becomes current again.

I've another question. Does PD needs to be current to add a dependent to I-485? Also, what considered PD? Is that the labor approval date?

Yes, your PD need to be current in order to add a dependant. Priority Date is the day your employer filed the labor certification.
