Does future employment always gets transferred to local office??

Please shed some light on future employment.

While processing AOS, if the GC is for future employment then will it always trigger a transfer to local office or it is just a case of luck?

Please let me know if there is someone out there who has got the 485 approval without transfer (Interview waived) for future employment?

Need not be transferred. My case got approved in VSC without RFE.
