Does FRE usually come after FP if there is any ?????

HI I just wonder usually the FRE will come after FP if there is any????
As I understand and searched Ciba\'s list, people need to do FP first, then after sometime(1-4 month),
the case will be assigned to officer, they will check all the document and then issue either approval or RFE.
Is this right?
