Does FBI really start NC based on 485 notice date?

Is there anyone whose name check cleared before PD was current? Everyone said NC starts right after you file your 485. But I‘ve never read anyone from India & China whose name check was cleared before their PD became current. Is USCIS just tricking us? I am thinking USCIS requests FBI to start the process of NC based on one's PD. Any thought on this?
 
I doubt there's any relationship. According to their M&P USCIS initiate security checks few weeks after they recieve I-485 (unless they "forget"). And once FBI receive your NC request they (FBI) don't give a shit about your PD, USCIS official processing times whatsoever.

But how come more EB1 from China and India got their NC cleared in one year? But many EB2 applicants seem to me waiting for more than one year to get NC cleared.

Well, it doesn't depend on PD. It doesn't depend on category either. It might depend on your nationality to some extent because, I believe, there's no universal algorithm applicable to match all names in the world. For example, soundex was created primarily for English names and it would be ridiculous to use it for Indian names (but I will not be surprised if they do it this way).
Then it depends on number of "hits" program generates against your name, the effort to resolve each "hit" (file location etc.).

I have read the same information from FBI and USCIS websites. But I highly suspect if FBI and USCIS really do what they tell us. Based on my observation, there are definitely less EB1s stuck in NC for more than one year compared with the other two retrog categories.
 
I am EB1, and I am pending for more than 1 year, and I know a lot of EB1 folks are stuck in NC for more than 3 years, so do not be so judgemental. FBI do not give a shit about PD or EB.

I am EB1 too, but stuck in NC. I-485 submitted in Jan 2005.

Based on the EB priority logic, I should have got GC long time ago, but the reality is on the opposite.
