Does everyone get fingerprinting notice?

I got my AOS receipts on Aug 17 th. Would all applicants get fingerprinting notice or only those whose priority date is current?

Any experts comment please.

Fingerprinting is for everyone, irresp of PD, I had to do fingerprinting twice, 15 months apart, and my PD was not current then...
