Does everybody needs Passport stamping

if LUD for 485 says that "after approving your petition, the cards have been ordered and will be mailed as soon as they are ready" Then
1. How long generally it takes to get them (VSC)
2. Do we need to go to local INS office to get passport stamping? why do we need passport stamp if we have plastic card in hand

Same here ..i got my same letter on5th may and got my passport stamped the same day and so far nothing..im also waiting for plastic cards
please let me know if you too get any more info
