Does every case go though security check for the last step?

From the information I got for my case, they said all the procedures are done with INS, and it was sent to FBI for background security check, and it may take a long time to do that due to the backlog at FBI. Does anybody know if all cases are to go through this final step? Is there a way to check out where the case is at with FBI? I called FBI finger print number 304-625-5590, the lady said they only check FP once and it was already done way before, she did not know about this final background check. I feel like locked in the dark, could anybody provide some useful information based on your/your friends experience?
