After mind boggling theories and tons of analysis, I think CSC is employing some points theory to form the queue for AOS processing.
The computer must be calculating the points.
The items under consideration for the point calculation:
1] PD 2] EB category 3] WAC
If we actually put down some data in these 3 variables, we can solve the simulateneous equation and try to find out weighted points for each
parameter.
Well, this is also a wild guess. But considering what many countries are doing for imigration ( point system), you never know.
