Does country of citizenship matter in Green Card process?

I heard a collegue mention that the duration of the green card process depends on one's country of citizenship among other things. If this is true, at what stage of the process ( LC, I-140, I-485) does this matter? And how much is the difference in time?

Any help will be appreciated.
 
It doesnt matter these days

Earlier(199's) it used to matter. Now it is current. It matters at the time of filling I485. If your country and category(EB2/Eb3 ... etc) should be CURRENT to apply for 485. These days it doesnt MATTER.
