Does completing residency qualify you for H1b exempt quota?

My Wife completed 3 years of Internal Medicine residency through a university program. Would she be considered under the 20000 exempt quota ,for people with masters or higher degree from US institutions ,when her employer files for H1b? She will be board certified in IM this august, would that make a difference? Thanx
