Pay special attention to the
Case number part.
quick example (these numbers are for explanation only):
a) if oct-2008: cutoff for Asia on the bulletin is 1000, then numbers 1---> 1000 are considered "current"
b) if nov-2008: cutoff for Asia on bulletin is 2000, then numbers 1----> 2000 are considered "current"

- using africa as example, someone who has case number AF000470001, will have to wait until sept 1, whereas AF00047000 can be invited for interview anytime in August.
- again, someone from africa with case number AF00062301, they will never be called for an interview, since the cutoff is AF00062300
in your case, all numbers for asia are current, which means if you were in dv2008, u would have gotten a greencard...THAT MAY NOT BE THE CASE NEXT YEAR...but do not lose hope either
so, when someone's number is current, that means there is a visa number available for them, which when u go for the interview, u will recieve a visa # and approval to get a Green Card
As you said "I presented myself on Aug 1st, and by end of day, I had the greencard stamp on my passport.", it seems like you didn't wait to be called at all. I though it depends on the US embassy to decide whom to be called.
Please do not take my sentence too literally. I recieved the 2nd letter which asked me to "present myself for interview" on Aug 1. so yes, the consulate sends out the invitations to appear.
