Does Citizen need to Complete Question 14 on I-130

Hopefully its a question that has been answered previouslly and/or has a simple yes/no answer. Thanks in advance for this forums assitance!

Filing I-130 as a Citizen. Do I need to answer question 14 - if filing as a permanent resident?

Unclear if question 14 is contingent on question 13.

Question 14 starts as: "If you are a lawful permanent resident alien, then complete the following:" so the expectation is if you stated you are a US Citizen in 13 then you would skip 14.
