Does Chicago DO allow mobile phone and a guest during interview?

I do not mean in the interview room with me, but just to accompany me in the waiting area. I know they allow spouse and/or kids, but how about a friend?

There is a no problem for anyone to go to waiting hall (there is a huge hall).
I was there when my friend has an interview and took
care for his kids when my friend was in an interview room.

No problem also to have a mobile phone there.
