Does BCIS approve Embassy certified marriages?

Hi, I have a question for one of my friends who is trying to get derivative asylum for his wife. She lives in germany and in germany two non germans cannot be married in court. Thats the law there...So my friend got his country's embassy to certify that they both were married on so and so date..

Is this valid proof? I know U.S Embassy allows registering of marriage of U.S Citizen/birth etc at their embassy..so this should also be valid?

Should be O.K.

The former INS accepted mine and it was issued and certified at my home country.
