Does Applying for EAD increase chance of getting transferred to local INS

Hi ,
My details
RD : 08/19/01
RFE recd for emp verification : 11/07/02
Assigned to office as per IIO " 11/13/02

My H1 is getting expired in about 5 months and after all this months , hoiping to get approved now I'm thinking of applying for a EAD.
The question is : If I apply for an EAD will the officer transfer my case to local INS thinking I'm changing my employment.
If so is there anything I can do to prevent/reduce from getting transferred to local INS.
