Does anyone have a logical explanation? (PIO Card)

I could not understand why Indian Consulate requires on an average of 2 months to process a PIO card. If a person already held an Indian passport they should issue the PIO card in a couple of days. I don’t understand the requirement for verification process and delay.

Why do they require the Thumb Impression from a minor? What information can the Indian Consulate obtain from an infants finger print?

Just my opinion...I believe they comb databases(criminal, civil...) and see if any match shows up right away..Also, passports may have been obtained fraduently...so perhaps a check to make sure that a valid passport application was on file!

They may not do much, infact nothing with the finger prints of infants but that's a start to have a record(or file) against that person(or the infant)

If they have a problem with a passport system then they should fix that problem and make the system more secure, and they should not use that as an excuse.

I bet that person who came up with the idea to capture the thumb impression of an infant should be really intelligent; it is sad but true that the laws in place are never reviewed to keep up with the changing environment.

The thumbprint can act as an identifying mark after 15-16 years when the physical characteristics will have changed but the thumbprint pattern would remain the same

If you haven’t taken the thumb print of a minor you don’t know what you are talking about. When you take the thumb impression of a new born (less than 1 year old) the thumb impression is just a blob of ink impressions, the prints will not appear, but still the application wants to see the blob of black ink.
