Does anybody else in the same situation?

I am applying for GC in EB1-OR category. My non-concurrent I-140 file was received by NSC Nov.3 in 2003. LUD is Nov.6, 2003 ("we have received your file bla-bla-bla"). Since then - nothing!
What do you think, guys, that should I do? Call them? Send an inquiry letter? I think I will get a response like "proc. time for your category is June 2003, so shut up and wait!" :-))

And another question is: should I start with 485 application or may be is better to wait until I'll get any info about my I-140?

I don't think that direct inquiry will get you anywhere if you're not past declared processing date. You could try your local Congressman's office to send an inquiry - that may be more effective.

You should file I-485 as soon as you can - if you wait for I-140 approval you may face a considerable delay in adjudication. And if you get a denial, well, it'd suck, but it's just money.

Actually, I have an American friend who has a "connection" with one of our senator's office. He suggested to ask a senator to send an inquiry about my case to INS. Question is what reaction from INS people could I get? Call me paranoic, but what if they will reject my application just because of this inquiry? :-))

No, USCIS will not reject your petition just because some senator's office puts in an inquiry. That would be just ridiculous. It might help your case because of the inquiry, but will not harm it. Have no fear.

What could be a possible reaction on this inqury? I mean, they also could say to senator: "It's not his (mine) official processing time yet", right?

Thats usually it. They usually send your senator a letter saying that they are processing cases received on so and so date. A senator can be helpful if your case is past the processing date.
