A written decision has been sent to me does always this mean a denial RD 04/27/02 Decision sent on 01/20/03

yes received RFE on 08/15 for ability to pay and experience and responded on 10/08 EB3 and I had just filed I-485 on 12/31 had received no receipt yet and check not yet cashed
 
No wriien decision just means a "Decision"

I don't know why u are interpreting that a written decision would mean a rejection as i recently got my H1 and in that when i used to check the online status it read "written decision has been mailed" and it was ++++ve decision so i think u just need to RELAX u'r I-140 is probably on u'r way with an ACCEPTANCEEEEEEE
