Does a Higher Education improves one chances of Winning?

Does someone with a PHD (Dr of Science) or a Master of Science has higher chances of Winning a DV Lottery than one with a High School Degree?

It is a lottery. As long as you meet minimum requirements you have a chance to win - same as others.
 
Having high level of education helps to convince the CO/IO that you won't be a public charge, so it increases your chance of securing the GC if you are selected. It makes absolutely no difference to your chance of getting selected.

I agree with Hexa. If you get selected (randomly) and if your CN is low enough to be processed in that given year you will still have to convince the CO that you won't be a charge to the American social services either by having savings, properties, affidavit of support from a friend or family member, a job offer. High education level will help with that. Although specializing in "behavior of Siberian tribes in the last 2000 years" won't be as convincing as a degree in engineering, IT or accountancy :)

This. Indeed, judging by some posts I have seen, they don't even verify the minimum education requirement is met until you go for interview.

I really doubt they do much screening at all before interview. And checking education records is not even a possibility.
