Does a 3 years old needs a re-entry permit?

My son is a green card holder and I have to bring him back to his dad in outside usa, so I could work in USA?

Yes, he needs a reentry permit, unless you or his father is a US citizen so he can possibly get a US passport if the relevant conditions are satisfied.
