Does 245-i help all greencard holders to bring their spouses here????

I am 100% sure that H4 visas are meant for the H1-B workers only, not for the Green card holders whose spouses are abroad,,,,

but if you guys think i am wrong or if any new law helps bring the spouse here sooner please contact me at insearchoff@hotmail.com

I know new 245-i ammenments allow K visa for US citizens
while V visa allows permanent residents who have filed for green card 3 years ago atleast, can bring their spouses and children here on V visa without them havving to wait abroad, please let me know if the fresh green card holder guys/gals who get married abroad if they can bring their wives/husbands sooner on any class of visas.

the V visa says
New temporary "V" visa created for the spouses and minor children of legal permanent residents in the
backlog for three years or more. Recipients of this visa would be protected from deportation, and granted
work authorization.

Does 245-i also help the guys who have applied for their spouses who are abroad, to bring them sooner on any kind of a visa?? or is it just for the guys who applied 3 years ago for their spouse\'s greencard.
