Does 221(g) will come under Visa refusal ?

Hi,

I had 221(g) for previous stamping first then I got successfull stamping after I submitted the missing document.

I am filling the DS-156 for H1B stamping renewal. I am not sure what to mark the question

"Have you ever been Refused a US Visa". ?

Please give your suggestions.
