This document adds to the confusion. For traffic tickets the instructions say no need of sending anything if fine less than $500.00 but this document says:

1. If you have ever been arrested or detained by any law enforcement officer for any reason, and no charges were filed, send:

An original official statement by the arresting agency or applicant court confirming that no charges were filed.

2. If you answer "Yes" to any of Questions 1 through 14 of Part 10 of form N-400, send:

A written explanation on a separate sheet of paper.

So Do I have to send an explanation for the associations that I listed under Question 8 of Part 10?
 
I think confusion here is coming by your own. Two things you need to pay attention to- Traffic ticket FINE and criminal charge or any arrest. When it comes to traffic matters then there is no need to send any documentation when fine/penalty was under $500, but when it come to ANY arrest/charge then applicants MUST need to provide explanation along with certified documents about the incident. As for the traffic arrest then it needs to also be explained. Don't be confused with traffic FINE with Traffic arrest.
