Do you need to sign labor before filing GC

Hi,
I was told by my company's lawyer that although perm got approved, they are waiting for the hard copy from DOL and that needs to be sent with i-140 and i-485 filing.
Here, i have seen so many cases where people have filed their 140/485 right after labor approval via PERM.
I want to know the truth in my attorney's statement. Do we really need to wait 2-3 months before filing 140/485 after getting online approval? What is the procedure? Who needs tosign the labor?
Please help... :confused:
 
Beneficiary (employee), employer and attorney if applicable will sign ETA 9089 and send along with I-140. Normally hard copy takes 2-3 weeks to arrive
