Do you need a 4 year university degree to be eligible for HB or HB-1?

I've got Marketing and Administration diplomas from a college called Saskatchewan Institute of Applied Sciences and Technologies and it's a 2 1/2 year course with those two diplomas.

Do you need the 4 year degree from a University to be accepted for the HB or HB-1 application?
