Do we need to dislcosed expunged court records to our home country when apply for its visa?

I thought such things can be placed behind us forever once we take oath. Then when preparing to apply to our home country for visa (perhaps PIO card or OCI status etc for some), then I realize
that this issue has to be faced again.

If our home country does not specifically say "Expunged records in USA court need to be disclosed too", can we treat expunded records as if they never happned if we are asked about crminal record
on the visa application form of our original countries?
 
This site is a special site that offers public access to Marriage Records Free and is administered by the Indiana Division of State Court Administration. It was set up so that the public would have easy access to the information they need and be able to obtain as much information online.
