Do we need a lawyer to inform INS of job change

Folks,

Just wanted to find out if we can notify the INS of a current job change on our own so should we use a lawyer to do it.
I have the format that our lawyer uses and wish to save money. So please do let me know.

I do have a attorney

and he suggested not to file AC21 when changing jobs.
"If you get RFE, and we have proper documentation we should be fine."

I have a doubt. If we receive a RFE from the tsc, Do we give a reply by ourselves or does the lawyer need to give a reply?
