Depends on who files it
If you are using an attorney, he/she will get the copy. And they should contact you immediately. If you filed directly, you'll receive all correspondence.
Call your attorney once in a while and check for updates, if you are concerned. Also, checking the on-line status will be a good indicator. Generally, a couple of weeks pass before issue and receipt of the RFE.
