Do references to conference papers count?

Hi all

I am new here. I just starting preparing my EB1a and NIW petition.
I wonder if citations to my conference papers (published in IEEE conferences)
count to my credentials? or CIS only count citations to journal papers?
And I found the list of citations in ISI web of knowledge is not complete.
Can I include the citations that I found myself ? Thank you for your help.
 
Of course it counts. The CIS really don't know which pulication carries more weight. It is you who need to make it clear using impact factor, or just do not mention it.

yes it surely carries value as an addin

BCIS is now a days smart enough to determine the impact of citations but considering that it was conference presentation/publication....its citation surely means it was good !!
