Do PR get I-94 at some POE?

If they do, I think they can carry I-94 instead of green card
as proof of their visa status, which is standard approach
for nonimmigrant.

I don't think many nonimmigrant carry any such thing
because unlike us, losing I-94, passport can cause
trouble that border "life and death", but if a PR
gets an I-94, that I-94 is pretty useless, so he
can carry it with peace of mind but leave actual green
card at home.

Next time, I go out and come back, I'll offer to
have I-94 card and insist the border control to
put some stamp on my I-94.

Unlike PR, losing passport or I=94 etc can be
a disaster for nonimmigrant at some crucial moments.
SOmetimes you need them to get
a job, enter a school etc. The opportunity
won't wait for you and if you miss one step,
you will miss everything.

So unless in some extreme situation places,
I would not advise nonimmigranmts carry
such documents. If you get deported,
then fine. There is a bigger chance that
you have to leave this country because you
lose you rpassport therfore can not get certain
things done in time.

Do PR holders get an I-94 still when coming in via POE? Isn't showing the PR plastic sufficient?

No, US permanent residents do not get I-94 at POE. I-94 is only for non-immigrants.
