Do population HPSAs qualify for J1 waiver?

I'm currently looking to transfer my J1 waiver and I have been offered an interview at a population based HPSA facility in Texas. When I talked to my lawyer, he said that I don't need to get Texas conrad 30 program involved when I transfer my J1 waiver. I'm not sure if that's true. On Texas conrad 30 program website, they make it clear that it has to be geographic HPSA or FQHC or RHC with automatic HPSA designation. When I called them they said they don't recommend J1 waivers on population HPSA facilities. My question is, does that mean I can't take the job since it's a population HPSA or can I get a job on any HPSA facility regardless of Texas conrad 30 program requirements?
If my lawyer is right and I don't need to get Texas 30 program involved, then which standard or requirements do I need to meet? Do I have to meet DHHS requirement which requires HPSA score 7 or higher?
I'm really confused. I'm not sure how Texas conrad 30 program cannot be involved.
This institution really wants to interview me and offer me the job.
I would really appreciate any input.

Your lawyer might be wrong on this one.

It is my understanding that the respective state conrad30 program DOES get involved and whatever rules they have will apply. Now, if you transfer I don't think they have to use one of their 30 slots for you, so they might be a bit more lenient if the facility inquired instead of you.

I would go for the interview anyway. Often things look a lot more bleak on paper than they do in reality. Again, a differently worded inquiry from the facility might get a different result from the state health department.
