Do lay offs in other departments affect RIR

My company has applied for my LC under RIR processing. I work in the software development department. The company merged with another company 8 months back. In the process of consolidation of both companies certain employees from other departments like accounting, HR and administration were laid off majority of which were US workers.
Contrary to this hiring was done in the software department and we are still hiring.
Will the lay offs in other departments affect my RIR processing. From what i understand for RIR processing the company should show the following trends.
1) Recruitment history for the last 6 months
2) No lay offs
3) Reasons for refusing US workers applying for the same position.

Any expert comments would be highly appreciated.
