Do I need attach copy of PCC at the time of submitting Packet3?

Guys,

In order to get PCC it takes anywhere from 10-30 days, can I
submit Packet 3 now and make an arrangement to procure PCC BEFORE
the interview? Waiting for PCC delays sending Packet 3!

Wondering anyone speak to Mumbai consulate recently on this issue.
