Do I need a visa for USA from Canada: study permit

Hello,

my friend resides in Toronto Canada, (going to school), is a Russian citizen and has a Canadian study permit with a temporary residency visa. Can they cross the US/Canada border without a USA visa, or is a USA visa required for a two week visit to California?

If a US tourist visa is required, how long would it take in this situation?

He needs a US visa since Russian citizens do not qualify for visa waivers.
He should apply at the nearest US consulate. An advance appointment is required. It should take between 2-4 weeks to get a visa. He shold show evidence of financial support for the travel and solid reasons to return to Canada.
