Do children from a previous marriage qualify for F2 visa?

Hello,
My aunt is getting married to a US citizen/permanent resident card holder (not sure which one he is. Does it matter?). She has 4 children from her previous marriage. Can her new husband sponsor them too? They're all under 16.

Also, I get this from travel.state.gov
First: (F1) Unmarried Sons and Daughters of U.S. Citizens: 23,400 plus any numbers not required for fourth preference.

Second: Spouses and Children, and Unmarried Sons and Daughters of Permanent Residents: 114,200, plus the number (if any) by which the worldwide family preference level exceeds 226,000, plus any unused first preference numbers:

A. (F2A) Spouses and Children of Permanent Residents: 77% of the overall second preference limitation, of which 75% are exempt from the per-country limit;

B. (F2B) Unmarried Sons and Daughters (21 years of age or older) of Permanent Residents: 23% of the overall second preference limitation.

Does this mean that only permanent resident holders can sponsor their spouses and children for F2A, but not US citizens? I'm asking because from the visa bulletin, it is faster to get a F2A visa than F1 visa.

No, "children" of citizens are under IR category. "Children" = under 21. "Sons and daughters" = over 21. "Sons and daughters" of permanent residents is F2B category, which is slower than F1 (except for Philippines for some reason).

It matters in a big way. His status affects whether she'll be able to get a green card, and how long it will take if she's eligible. Is she inside or outside the US? If inside, legally or illegally?

A US citizen or permanent resident can sponsor their under-21 stepchildren, provided that the marriage that created the stepparent/stepchild relationship happened before the children turned 18. So her 4 children can get green cards at about the same time as her.
