Do both need to speak english? Please help

Dear all,
Does anyone know if both the parents should speak english if they took appointment at either Calcutta or Delhi? I took appt for my parents at Calcutta for attending my graduation here in the US, because Chennai was all booked till June. The information on the ttsvisas website says the applicants must speak english fluently. While my dad speaks well, my mom can't. Can they still go to Calcutta for the visa? Please help.

There is no compulsion that the attendees must speak english fluently. If one speaks it should be good enough. Only thing in this case is each of the consulates will have translators who know the regional languages in that area.
Recently my in-laws attended interview at Chennai. My f-in-law speaks english but my mom-in-law doesn't. I know that they have only questioned my f-in-law. They were issued visas.
