Do Bangladeshi get special consideration fr CP call by KCC?

Sir,
I have noticed in previous DV lotteries that in some years Bangladesh has been mentioned sperately in ASIA region.
What does that mean? Plz can any one tell me/

Ex. In 2004 MAY AS11500 EXCEPT
Bangladesh 7850 - what does it mean?

That's means the Bangladesh whose Rank number below the 7850 can apply for Visa, and whoshe number above that number I mean 7851-11500 not qualify for CP/AOS.
