Diversity Lottery Visas Exhausted While Awaiting Interview

Hello Forumers,

Is it possible for USCIS/Embassy to issue all visas chargeable to a particular region, while other selectees of that region have yet to have had their interview, notwithstanding they were assigned a Case Number? Any known cases? Is it first come, first served?:confused:
