District versus Service Center processing times

Hi Gurus,

I am new here.I have seen the CSC service center processing times and SFO district office timings are diffrent.Which one we have take
while considering I-140/485??

EB 485 applications (and their dependants) - CSC
family based - local districts (SF, for example)
if EB petition is transferred to local office for interview - local
 
Employment vs. Family processing

I have a friend WAC 02 who's doing a family based petition--married to a US citizen-- who's actually going through the CSC. Is that unusual?
