Discuss about new law Child Status Protecting act

I heard from my friends if my mother will pettion for my brother and sister on green card base. They can come here early according to New Child Status Protecting act . They Both lives in India. My bother is 25 years old , married and my sister is 34 years old, married and had two kids

I am US citizen and already applied for both. Do you think, Is it possible?

I don't undertand about this new law , Please explain in more brief if there is any hope
