Mom has applied for Naturalization and her doctor signed her N648 to waive the english and civic exams requirements based on her disability. Mom's N648 application was rejected and INS asked for another one with more specific info about her disability which was again written and signed by the same doctor.
We are supposed to submit the new N648 in few days and we think it's more approperiate to attach it to a cover letter but we are not sure who should sign the cover letter because it is not the duty of the doctor and we have no lawyer. If mom signs the new N648 then a narrow-minded INS officer may think that mom is the one who wrote that cover letter and that defies the purpose of the N648. What do you suggest? Who can sign that cover letter other than mom? or can we leave that cover letter without a signature? Please advise ASAP.
