Different Receipt Date as Notice Date.

Different Receipt Date as Notice Date. Why?

Based on the Oct 1 yearly start date of BCIS's calendar with my I-140 number is LIN05094XXXXX. This puts my date at Jan 2nd, 2005. Why do I have a Feb 8 Notice Date on my I-797C? Is Jan 2nd, my Priority date? (The Priority Date spot on my I-797C, Notice of Action is blank.)
