There is no formal name-change procedure during OCI. What all name-change related documents did you receive at the time of your Oath ceremony or afterwards?
You can enclose a photocopy (one per complete set) of the court order or the name change (during the N-400 interview) petition along with your OCI application. On the phoptocopy, you might want to highlight your new name and also make a brief note (in block capitals) saying something like, "PLEASE NOTE NAME CHANGE HIGHLIGHTED BELOW.", or something to that effect. This has worked in the past for some people. You can also check to see what others did, but I don't think anyone did anything beyond what I wrote above.
We ( all four of the family ) changed names. Myself and wife got OCI already and kids' is in process ( applied late ). All I did was, enclosed copy of the court order for name change, not even mentioned in covering letter.
One of our friend family here had to go thru some advertising in papers both here and in India. The OCI web site talks about this also. I was wondering if anyone knew whether this is something new going on.
